Indicate that a copy is being sent to your manager, but take care to not make Henderson overly worried, or worse, defensive. You cannot prove that he was lobbying (you have no receipt from the weekend’s stay, and it is your word against his), so you do not want to accuse him of this even if you believe he was intentionally trying to influence your decision. This is the first time he has had dealings with the state so you want to help him in his future interactions. Since this is an external audience, think about what the proper format would be for your written communication.
