Provide a brief description of the healthcare related issue or problem and the outcomes your organization hopes to achieve by engaging in the policy process

HEALTHCARE RELATED PLAN: Read all instructions and fully understand before writing the plan. You will need to have an understanding of healthcare and the issues facing hospitals currently. For this written assignment assume you work for a trade association, healthcare advocacy group, or provider/payer organization. The board of directors has decided to develop a plan for engaging with policymakers on issues relevant to the organization. You have been tasked with providing a brief summary of the policymaking process and suggestions for organizational engagement. Your document will be used as the basis for the organizations emerging advocacy strategy. As you write the document, consider a policy problem or issue your organization is facing. The document should include three sections:

Section 1: Provide a brief description of the healthcare related issue or problem and the outcomes your organization hopes to achieve by engaging in the policy process

Section 2: A broad overview of the policymaking process. This section should include a discussion of both the legislative and rulemaking process. Given the nature of the issue your organization is concerned about, you may choose to emphasize either the legislative or rulemaking process.

Section 3: Suggestions for your organizations engagement in the policy process. Here you are building on section 2 by applying your understanding of the policy process to an organizations advocacy strategy. Recognize that your organization will not engage in all aspects of the policy process, but instead will intentionally choose to participate in a select group of activities focused your specific issue.

The document should be drafted in the form of a 2-3 page memo (double or single spaced). Include an introduction and conclusion in addition to the three sections. The narrative should be easy to read. Assume your boss is a very busy individual and will likely spend about 5-10 minutes reading your memo. It is okay to use bullet points within paragraphs, subheadings, a diagram or table anything to enhance readability and quick understanding.

Discuss the situation that led to an employee blowing the whistle on the organization.

Part 1

Image of a referee holding up a red cardWhat if you have knowledge of serious wrongdoing and are not in a position to stop it yourself? Whistleblowing potentially involves serious risks to your reputation, career, and financial stability. Before you take this step, you should consider the importance of the issue to you, your intentions, and the risks and benefits of acting or not acting. When planning the action, it is important to review the power structure of the organization, consider timing issues, develop alternatives, and carefully strategize about how you will communicate the issue.

When blowing the whistle, you should try to respect the chain of command. That means starting with your immediate manager and then going to the next level if you are not satisfied with the results. If you still dont get a response, this is the point where you should use the companys internal ethics reporting system, if one exists. Only after these options are exhausted should you consider going outside the chain of command. And it is only when all else fails that you should consider going outside the company.

For your discussion:

Locate an article in the EC Library databases that discusses whistleblowing. Discuss the situation that led to an employee blowing the whistle on the organization. Should employees have freedom of conscience? Why or why not? Considering the long-term effects on employees of blowing the whistle, when should they engage in whistleblowing tactics? Identify some reasons why external whistleblowing occurs in any given situation.

Post your primary response on the discussion board. Be sure to review your writing for grammar and spelling before posting. Read any postings already provided by your instructor or fellow students. See the SBT Discussion Rubric for how you will be evaluated for this activity. You are also expected to read the responses to your original posts, and if a classmate raises a question or an issue that warrants a response, you are expected to respond.

Your responses to the discussion questions should relate the assigned readings and viewings to the discussion topic and should not consist only of personal opinion. Your opinion is important to the discussion, but you should add connections to the material to support your views. Without a foundation in the literature, your opinion has little professional value. For example, \”Based on Trevino and Nelson\’s stance that cultural relativism creates an environment where unethical behavior is justified through the cultural discourse (year, P#), the discussion should center around…\”. This type of statement allows you to connect your views to the literature. This is possible even when you are providing personal examples.

Use the subject line as an advanced organizer to allow your classmates and the instructor to have some idea of what your posting is about. For example, a subject line, response to discussion question, is not appropriate. Your responses to fellow students should contain substance, should be more than just opinion, and must go beyond a simple agreement or disagreement.

Compose your work using a word processor and save it, as a Plain Text or an .rtf, to your computer. When you\’re ready to make your initial posting, please click on the Create Thread button and copy/paste the text from your document into the message field. Be sure to check your work and correct any spelling or grammatical errors before you post it.

Part 2: Conflicts of Interest
Image of a rubber band holding the ends of a chain together Conflicts of interest arise in all organizations. This module shows that no organization, whether public or private, is exempt from issues related to conflicts of interest. Conflicts of interest result in being pulled in two different directions. Good people can make bad decisions that result in bad actions, especially when a conflict of interest exists. Our own sense of self-interest can negatively affect ethical decision making. As explored by Gunia et al. (2012), self-interested conversation leads to less ethical decisions, while contemplation and moral conversation lead to more ethical decisions.

For your discussion:

We all have faced conflicts of interest within our workplace. Often, these conflicts are not even consciously considered or evaluated as part of our decision-making process. Identify problems that you, as an employee, must deal with on a daily basis. Consider possible conflicts of interest you or others in your workplace must face. How does this affect decision making? Are these types of conflicts of interest avoidable? If so, how? If not, what can be done to minimize the possible unethical impact?

Post your primary response on the discussion board. Be sure to review your writing for grammar and spelling before posting. Read any postings already provided by your instructor or fellow students. During this course, you have studied several aspects of consumer behavior: attitudinal, cognitive, behavioral, and environmental. It is now time to integrate these in an applied project OR a position paper. Guidelines for each are presented here.

POSITION PAPER

What is a position paper?

In a position paper, you must select a controversial topic one that has multiple sides or reasonable options. A position paper is an argument in favor of a perspective as well as an argument again the other view.
What is a position paper not?

A position paper is NOT a straight research paper in which you merely provide all the facts you can find on a topic.
A position paper is NOT solely a recital of your personal opinion.
In a position paper you must support your take on the topic AND refute, with resources, the other positions.
A position paper is an argument in favor of a perspective as well as an argument again the other view.
What are the segments of a position paper?

You must choose a side or position on a controversial topic.
You then briefly describe the topic and the position you have taken.
You must then defend your position using external resources.
You must next argue why the other position(s) are incorrect and support this section with external resources.
You need draw conclusions.
You must provide a complete bibliography
Are outside resources required?

Yes, you must find evidence that supports your position, use these are part of your argument and cite these in an acceptable bibliographical format.
You must ALSO find evidence that supports your rebuttal of opposing views, use that evidence in your rebuttal and includes these references in your bibliography.
Remember, a position paper is NOT solely a recital of your personal opinion.
What are examples of possible topics?

Possible marketing strategies for a product or service with a focus on the role of consumer behavior
The impact of advertising on children
The impact of technology on consumer purchasing
The impact of changing demographics on the strategy for marketing to Hispanic Americans?

APPLIED PROJECT

What is an applied project?

This option allows you to design an experience that integrates all aspects of the content of this course.
It might be a project that will be helpful on your job or an investigation that would benefit your community.
What is an applied project not?

While you must write a project report, this option is NOT a mere research paper. It must be demonstrate an application of the concepts in this course and demonstrate how these are used or apply in the real world.
What are the segments of an applied project?

Statement or purpose/goal of the project
Justification for doing it
Desrption of the processes or approaches used
Results
Conclusions
Bibliography
Appendices, if appropriate
Are outside resources required?

Yes, however, the nature of the resources used will vary with the dimensions of the project. You may have documents from a firm or government entity. You may have interview or web sites. You may also have library resources. There are many kinds of resources that could be relevant.
All resources used must be fully cited using an acceptable bibliographic format.
What are examples of possible topics?

A series of observations and/or interview on some aspect of consumer behavior related to a selected project or service
A series of visits to a public meeting in your community on a controversial topic such as the building of a new senior citizens center near a residential area
A series of comparison of store or mall layouts as these relate to all aspects of consumer behavior
Complete lesson plans for a series on consumer behavior to be used with a scout troop or other youth group
You should make a decision about which project you intend to pursue and, in this module, submit a brief desrption of what you intend to do and why.

First, how might you determine if there is a connection between the mothers new job and her childs illness?

A woman delivers a healthy baby just prior to starting a new job at a small manufacturing plant. Within a few months after she starts work at her new job, her infant appears sickly and is hospitalized. The woman discusses her newborns condition with her co-workers and finds an unsettling similarity to events that led up to the illness of another female coworkers child. First, how might you determine if there is a connection between the mothers new job and her childs illness? Speculate what factors you might have to address and how would you test to prove that there was a connection. Would the woman have a case if it were taken to court? Why, or why not?
