Emergency services have been called to an underground train station in a major central business district. The first ambulance unit on scene arrived approximately 8 minutes after the initial reports came in to 000, but did not make entry into the building until the arrival of the HazMat team 20 minutes after the initial report. During the interim, multiple people exited the train station with complaints of dizziness, headaches, and weakness. Some are complaining of chest pain and shortness of breath. There is some mild mucous membrane irritation and tearing in the ambulatory patients. On entry of the HazMat team, they find approximately 20‐30 patients in cardiac arrest, with a few other patients with a pulse but in respiratory arrest and seizing. Some victims reported a musty chlorine‐like smell.

PART B
A large explosion occurs outside of a movie theatre’s main entrance. Upon arrival of the emergency services four patients are noted to be on the ground outside of the building (which is partially collapsed). What appear to be the remnants of car are engulfed in flames on the street out the front of the theatre. Many more patients are inside the theatre. Within 10 minutes of emergency services arrival at the scene, a secondary explosion occurs out the front of the theatre, injuring emergency service personnel.
