Roles of Detectives and Patrol Personnel in COPPS Implementation and Planning
Patrol officers and detectives are field officers. Patrol officers are responsible for general law enforcement calls for services. They respond to calls for service with a view of apprehending law, protecting life and investigation of crimes. The patrol officers are assigned to geographical “beat areas”, which gives them the opportunity to familiarize with the people and problems within their “beats”. Detectives are responsible for investigation of general crimes against people, property crimes, domestic violence, vandalism, sexual assaults, physical assaults, theft, burglaries and arrests made by patrol officers (Sparrow, 1988).
Under COPPS, patrol personnel play a significant role in planning and implementation. They are involved in identifying problems, applying in-depth analysis of the underlying causes of the problems, employing collaborative and creative responses, and evaluating the results of their efforts. According to Glensor and Peak (1996), the management should adopt a better call management to allow patrol officers delay their responses to non-emergency calls. Glensor and Peak (1996) observe that detectives who feel that COPPS work involves uniformed officers alone should be incorporated into the COPPS strategy. Detectives should not perceive COPPS as an exclusive responsibility of the patrol force. Detectives should be responsible for relaying data to the patrol division, while patrol officers can relay important tips to detectives (Glensor & Peak, 1966).
