PAPER The Chief of Police has requested that you make a proposal to him or her of a program that would reduce racial/ethnic tension in the community between police and the community. To accomplish this task you will review the literature of projects/programs that have been implemented by a state, local or federal law enforcement agency. You will need to present a project, which can be a replication of a previously implemented project. However you need to include an overview of the types of programs you reviewed and explain carefully why you chose the program you are presenting to the Chief. This proposal must be typed and doubled spaced. You will be required to present your proposal, in a group format, to the class. Helpful Hints: Do not just re-type the program you found. I don’t want you to choose a program used for example in Ferguson and just re-print it. Any program has a theoretical basis or foundation. Identify the basic premise, look at similar programs and specifically look at the outcome information. Did the program work, how well, if not why not? You can propose a previously implemented program but to sell it to Chief you must explain the decision to explain why it will work and where else it has been tried and with what success. Ideally there would be multiple examples of where this program has been successful. You need to convince the Chief of why they should take this program to City or County Council or in the case of State funding the General Assembly As with any proposal you should note any concerns, issues, problems unique to your locality and how the anticipated expensive to implement the program. You need to be concise and cover these issues. I suggest that you not include too much statistical information because it will prevent you from covering the topic adequately. You need to include a bibliography of the resources used in this process. I don’t choose to set a specific number of pages because that is not what should determine the length. I don’t want a lengthy document with lots of quotes and statistics. I want to see that you understand what the program was designed to accomplish, why that might work and did it work? If not why not? You need to explain to me those aspects of previously implemented programs (briefly) and then the same for one you choose to present. You will find programs that are similar so discuss them as a group not listing one program after another. I would expect no less than 5 pages to adequately accomplish this task. This is due November 16, 2015 and please provide a printed copy of the report. Plan accordingly to have this completed on time. I recommend you start the research process now, then if you have any questions or concerns there will be time to discuss it. I expect this assignment to be submitted on time, however in the event of an unavoidable, genuine emergency the situation must be discussed with the professor, prior to the due date. There are very few situations that would be considered an emergency. To be clear to get credit for this assignment (up to 50 points) it needs to be submitted on time. It will not be accepted late and you will not receive any points.
