How does a good first-line supervisor ensure that beat officers are empowered and authorized to effectively managing areas?

This can be achieved if the first-line officer will provide an entrepreneurial atmosphere for the beat officers to experiment, create, develop and test their creative and intellectual skills and undertake risks without fear of punishment for innocent mistakes (Trojanowicz & Bucqueroux 1998).
