Should higher education primarily be seen as a public service, raising the level of education, knowledge, and culture in society? Or, should it be seen primarily as a “private good,” enabling individuals to get ahead in work and life?

Depending on the answer to this question, who should provide, and pay for, higher education—the government, businesses, the individual, or some other entity?

Does it make a difference what kind of institution we are talking about? Consider the types of institutions described in the “Overview of U.S. Higher Education” presentation. Do some types of institutions have different purposes, and therefore imply different responsibilities, than others?

Boys vs. Girls: Who are the bullies? A friend of yours has written a lengthy letter to you in which she describes a problem, and asks for your help. In the town where she lives, a heated controversy has arisen between two groups, girls claiming they are better behaved than the boys and vice versa. A naturalistic observation was conducted during recess session over the course of a week at one of the schools in the community. Children’s aggressive behaviors were recorded (see the attached table).
Your friend went on to explain that the school psychologist shared the information (above) with the students, and told them that the data do not support the claim that either group is more aggressive than the other. Some of the students (and some of the parents) disagree with that claim. They believe the data show that Girls are better behaved than Boys, since the mean for Girls was lower than the mean for Boys (4.9 versus 5.1, respectively). Since you are studying psychology in school, your friend hopes you can explain to her a number of things concerning this issue regarding intelligence testing.

Coordinating public debt and monetary management

One of the challenges facing countries that have begun to implement financial sector reforms is how to coordinate monetary and public debt management so that they are mutually supportive. The interplay between financial sector reforms and public debt management strongly suggests that it would be imprudent to undertake financial reforms without due consideration of public debt issues. To avoid obstacles in financial liberalization, the central bank and the finance ministry should closely coordinate with each other on public debt and monetary management issues. In the early stages of the reform process, a coordination committee is needed to ensure a forum for discussions between the two institutions. Also, units in charge of public debt management should be created for both the finance ministry and the central bank. Lastly, it should be noted that poorly conceived monetary instruments can undermine the development of a deep and active government securities market.
