The sources need to be “Ethics as Grammar: Changing the Postmodern Subject” by Brad J. Kallenberg as well as Wittgenstein’s “Tractatus Logico-Philosophicus” and “Philosophical Investigations”.

These are the basic instructions for the paper:
By the end of the semester, you will have produced a research paper on a philosophical topic directly related to this course. In order to help you with that process, you will required to produce a number of shorter components to the paper independently including a draft of the complete paper. You will also be required to meet with me from time-to-time throughout the semester to discuss your progress. Overall, your term paper for this course will be graded by how well it meets the following requirements: 1. A clearly stated thesis. (20%) 2. A clear account of a position and/or argument from one of the course readings. (20%) 3. A clear account of a position and/or argument from an article or book directly related to one of the course readings (and approved by the instructor). (20%) 4. At least one clearly identifiable argument in support of the thesis. (40%)
How does the ‘project’ affect existing and future development of commercial, industrial and agricultural activities?

The details of the plant location:

Plant Location
There are several items to consider when choosing a location for the PVC plant. These items include:
Raw materials – Being close to the raw materials minimises the cost for transportation and the lead time taken to receive the feedstock.
Cost of Land – Minimising the cost of land increases the final profit margin of PVC and reduces the cost of living for the labourers.
Accessibility – Good and nearby transportation links means that the plant is easily accessible to labourers and transportation of materials and utilities.
Health and Safety – Being relativity far from a city centre or highly populated region means that in the case of leak or health hazard emergency, the civilian population are not at risk of being affected and are safe.
The items mentioned above were the basis used to choose the location of the PVC plant. The group decided that the plant will be located in Ellesmere Port as it ticks all the boxes in the criteria.
7Chemical Engineering Design Project Phase 1 Report – Team Bakerloo
Raw Materials – Chlorine and ethylene are the raw materials that will be imported to the plant. Within England, there is only one industrial company that supplies large amounts of chlorine. The company is called Ineos Chlor and they are based in Runcorn which is only 13 miles away from the location of the PVC plant. Essar Oil Ltd which is part of the shell global group have a refinery based in Stanlow which is also in Ellesmere Port.
Cost of Land – The cost of land in Ellesmere Port is very stable and doesn’t fluctuate as the years go by where the cost of land further down south can be very expensive and fluctuates heavily depending on the economy at the time. Doing a basic search on google, the group found that the cost of land in Ellesmere Port is relatively cheap and ranges between £200,000 and £300,000 per square hectare where the cost of land further down south is significantly steeper and ranges between £400,000 and £3,000,000 per square hectare. According to Numbeo; which is website online that compares the cost of living of areas in the UK, the rent alone in Cheshire is 69.81% lower than in London.
Accessibility – The plant is located just off the M53 between junction 9 and 10 and the nearest train station; Ellesmere port is just a 20 minute walk away making the plant very accessible for both the labourers and transporters of the feedstock and utilities.
Health and Safety – The plant is located on the coast of Cheshire and is relatively far away from the city centre.
As an added bonus, the plant is located near the port therefore the PVC product can be exported easily to countries around the world where PVC is heavily used. Furthermore, universities located nearby will be of major use in the research of the production of PVC. They will be essential in the improvement of the production of PVC.

Identify the target population associated with the chosen issue.

The final assignment in this course is a written Program Proposal. A program proposal is a document demonstrating an intent to create a clinical, educational, or community project. The Program Proposal will define a contemporary problem or issue and propose a potential solution for a contemporary issue in a manner that will persuade experts and decision makers to support the proposal. Within the proposal, developmental theory and research will be applied to policy, community agency, and major themes of development. A specific program, intended to provide individual or group services to address an identified area of need, will be introduced and outlined.

Beginning the Proposal Process

Choose an area of interest. Teen Pregnancy Students will choose a general track and define a specific issue within the track that is of interest to them and presents a contemporary problem to be solved. Please see the Program Proposal Tracks and Topics in Developmental Psychology document to view the tracks (Community, Clinical/Counseling, and Education) and suggested issues within each track for the proposal. Once the track and issue have been chosen, specific criteria will need to be identified.

Identify the target population. High School Regardless of the track and issue chosen, a target population must be identified for the proposal. Identify the target population associated with the chosen issue. Within the target population, choose the developmental stage that will act as the focus for the proposal. Many programs may directly and/or indirectly influence people in different stages; however, it is important to select the stage that is most applicable to the specific program being proposed. For example, in a program for adults who are caring for their elderly parents, the focus is on the adults (likely in middle adulthood) so a middle adulthood focus would be most appropriate for that program.

Identify the geographic location where the program will be deployed. Programming will be directly influenced by the location in which it will take place. For example, a child safety program in a rural farming community will likely have different objectives and needs than a child safety program in a large metropolitan city.

Research a minimum of five peer-reviewed articles on the chosen. All sources utilized for the Program Proposal must have been published within the last 10 years.

Creating a program proposal

Program proposals take on many forms and styles. Creativity is encouraged because it not only tests the boundaries of what is possible for solutions to various issues, but also typically increases the chances for funding. Regardless of the issue being addressed, the Program Proposal must incorporate the following headings (noted in bold) and include the supporting information that is detailed beneath each heading.

Proposal Summary

Under this heading, provide a summary paragraph that presents the program, its objectives, and how the program will address an area of need in the identified geographic location and issue of interest.

•Identify the target population and developmental stage of the population, as well as the intended program track. (These will be elaborated upon further in the Program Narrative and Procedures section of the proposal.)

•Identify the geographic location for the program and the specific needs within that location. (These will be elaborated upon further in the Program Narrative and Procedures section of the proposal.)

•Create a purpose statement that applies developmental theory and research to policy and community.

•Conclude with a purpose statement in which the need for the program as well as the alignments with the support and findings are stated. (These will be elaborated upon in the Background section of the proposal.)

Organization Description and Qualifications

Under this heading, act as an individual representative and identify the community agency submitting this proposal.

•Explain what qualifies the agency to create this specific program (education, experience, history, etc.).

•Describe how the agency plans to promote the success of this program and what resources the agency has access to or can provide.

While this community agency will be a construct rather than a true community agency, the information and attributes described must align with the qualifications expected of a true agency of that nature and the qualifications should support the goals of the proposal.

Background

Under this heading, explain human development in the context of both historical and current trends by presenting a brief summary of the relevant research published within the last 10 years. Within the summary:

•Identify other active programs in the geographic area to eliminate duplication of current programs.

•Evaluate the unique scholarly perspectives and research in the field of developmental psychology as they relate to the specific program being proposed.

•Address how the scholarly information collected illustrates a clear need for this program.

Program Narrative and Procedures

Under this heading, describe the program in detail. Include the overall vision, the intended target population, and geographical location, and specify how this program will be introduced to the community.

•Provide a step-by-step outline of what will be implemented and detail how each step of the outline will be accomplished.

oWithin the outline, analyze any ethical considerations for the deployment of the program using elements of developmental psychology research and practice to support the suggested implementation.

Program Timeline and Cost/Benefit Assessment

Under this heading, provide a visual timeline for implementation of the program and for meeting expected milestones. How long will planning, preparation, hiring, and commencement of the program take? Once active, how long is the program expected to run, and/or how often?

•Address how the benefits to the target population and organization(s) will outweigh any potential costs to create and implement this program.

•Assess how time, employee experience, volunteer base, and space utilization will figure into the cost/benefit analysis.

Program Evaluation and Expected Outcomes

Under this heading, evaluate the proposal and describe potential outcomes considering what might happen if the program exceeds expectations, meets expectations, or does not meet expectations.

•Address accountability measures including performance reviews and milestones to be met.

•Describe how this program will meet accreditation standards in the short and/or long term.

Writing the Program Proposal

The Program Proposal:

•Must be 12 to 15 double-spaced pages in length and formatted according to APA style as outlined.

Assignment Instructions

HR Headline: Pay for Performance in Public Schools Remains Controversial

“Pay for Performance” has made inroads in business, but has remained a hard sell in public school systems. There are some successful examples where teacher pay has been linked to student test scores. In Minnesota some districts have stopped giving automatic raises for seniority and base 60% of all pay increases on performance. In Denver, unions and school districts designed an incentive program where teachers receive bonuses for student achievement and for earning national teaching certificates. However, some plans have not worked. For example, Cincinnati teachers voted against a merit pay proposal and Philadelphia teachers gave their bonus checks to charity rather than cashing them. It appears that having teachers involved in planning the incentive system is one key factor to success. The same can be said for all incentive plans – if employees don’t buy into them, they will not work.

Questions to Research:

1. How could an organization measure the effectiveness of their pay-for-performance plans?

2. From an employee’s perspective, what are the disadvantages of using a pay-for-performance plan?

3. From an employer’s perspective, what are the disadvantages of using a pay-for-performance plan?

Background Education
While the tragedies at Columbine High School in 1999 and Virginia Tech in 2007 made the phrase domestic terrorist part of the lexicon of organizational safety and security, active shooter terrorist incidents can be traced back to the 1960’s. They have occurred in shopping malls, schools, government buildings, and a wide range of business facilities, including company offices, warehouses, and factories.
In an analysis of 281 domestic terrorist active shooter incidents from 1966 to 2010, the New York City Police Department Counterterrorism Bureau found significant variation among planning tactics, targets, and attack methods. Of the 202 incidents that occurred in the United States and resulted in casualties, the bureau found the following:
• 98 percent were carried out by a single attacker
• The modal age of the terrorist shooter in non-school incidents was 35-44
• About 96 percent were male
• 36 percent of attacks involved more than one weapon
• Shooter terrorists often know their targets
An active terrorist shooter is an individual actively engaged in killing or causing serious injury to persons in a populated area. Often the person is uncontained and difficult to isolate, typically moving to an unknown destination. In many cases, they use firearms with no apparent pattern or method to their selection of victims.
People rarely “just snap”. These individuals normally have a history of violent behavior – whether reported or not – and they usually plan for violent actions following a trigger. This can include being fired, laid off, or demoted; a negative performance evaluation or difficult personal events.
While no single profile exists to predict violent terrorist behavior, potentially violent persons may exhibit certain noticeable activities. The following list is not comprehensive, nor is it intended to diagnose or predict violent actions:
Thoughts
Talk of previous violent incidents
Unsolicited focus on dangerous weapons
Paranoid thinking
Overreaction to workplace changes
Feelings
Depression or withdrawal
Unstable, emotional responses
Feeling either arrogant and supreme or powerless
Intense anger or hostility
Behaviors
Increased use of alcohol or drugs
Violations of company policy
Increased absenteeism
Exploiting or blaming others
Scenario
You are a member of the Emergency Response Crisis Management Team for ABC, Financial Inc. and the company has recently consolidated operations to one building from four separate buildings. The new building now houses 2,000 employees.
Your team has been tasked with developing a detailed emergency response plan for the new office building and you are to involve local law enforcement in onsite training and drills.
ABC Financial Inc. has had financial struggles over the last several years and the mortgage business unit may be sold to outside investors. Over 1,000 employees may be affected by the sale of the mortgage business. The Foreclosure Department has 50 employees. Within the Foreclosure Department, there is an individual by the name of John Smith. Smith has been on edge the last few months. He is a loner, does not get along with his peers or supervisor, and his performance is lacking. There are rumors that Smith has had a history of violent behavior but none appeared on his background investigation for employment with ABC. He is also known to have firearms. Management is considering terminating Smith for performance deficiencies and that, along with the pressures of the business unit closing, has put a great deal of pressure on Smith and the employees in the business unit.
The information concerning Smith is provided to the Emergency Response Crisis Team. What, if anything, should the team do concerning Smith?
Two weeks later management decides to terminate Smith from employment on Friday because of performance issues. As he is leaving Smith tells his supervisor and 4 other employees in the Foreclosure Department unit that “you have not heard the last from me”. Security escorts him from the building and deactivates his access control badge.
What does your team do with the information concerning the remarks from Smith? Think about intelligence gathering, notifications etc…
Monday morning at ABC Financial Inc. the following occurs:
8:00 am – Security is notified that an individual matching the description of Smith has entered ABC Financial Inc. with several firearms. The individual demanded and obtained an employees’ access control badge in the lobby and gained full access to the building.
Referring to the detailed emergency response the team developed, what preparations should the company have in place to handle this situation?
What specific plans should have been established prior to the incident?
What are the immediate considerations?
8:02 am – What decisions and actions should you consider now that 911 has been called by Security:
What are your concerns?
What are your immediate actions?
8:03 am – Security notifies occupants of an armed intruder in the building:
What factors affect the announcement’s content and delivery?
What actions should be taken once the announcement is made?
8:05 am – Security and 911 operators are overwhelmed with phone calls from nearly 2,000 employees in the building:
What are the key questions, concerns and actions at this point?
Should employees shelter in place or try to evacuate?
For those that have evacuated, management is trying to account for the employees in mustering locations in the parking lot but some employees are fleeing the area and family members are breaking through crime scene tape to assist their loved ones. How should management and law enforcement handle this situation?
8:07 am – Police and first responders arrive and meet with representatives from your team:
What actions do you take to assist emergency responders?
Do you make a second announcement to employees? Why or why not? Consider the pros and cons.
How do you handle arriving media?
8:08 am – Police response shifts from crisis to tactical:
Now that law enforcement is onsite at the facility, how does the team coordinate efforts with them?
8:10 am – Gunshots are heard in the building and people are seen fleeing:
What are the key questions and concerns at this point?
8:12 am – Reports indicate the terrorist shooter is heading to the Foreclosure Department:
What particular concerns do you have at this point?
What actions do you take?
8:15 am – Police notify security that the shooter has been killed but they are continuing their search:
Is the threat over?
What needs to be done now?
8:30 am – Police inform security that there are no additional shooters and initiate formal evacuation:
How do the company and responders coordinate at this point?
8:45 am – Police notify your team of 5 dead and 7 injured in the Foreclosure Department:
What priorities does the team now have?
Does the team have suggestions for a “To Do” list?
9:30 am – Your team is told that the injured are being taken to hospitals and Police need help identifying the injured:
How does your team assist authorities at this point?
10:30 am – Identities of the 5 deceased are provided to your team and company executives:
What are the keys concerns and decisions at this point?
11:50 am – ABC Financial Inc. releases official media statement and is notified by the Police that the site is now a crime scene indefinitely, with a need that all employees stay out of the building until further notice:
Are there any further issues that need to be addressed by the team and management?
What are team’s “Lessons Learned” from this event? Provide specifics.
Should there be a debriefing/hotwash with the stakeholders (company, law enforcement) to discuss best practices, lessons learned and an after-action report completed? Why or why not?

What are the pros and cons of the transaction excluding the new cost uncertainty.

Organized home questions

(1) With an initial loan commitment of $1,225,000 and using the initial terms outlined in the case, what is ARP’s expected return if the property is held for six years? Eleven years? Assume that ARP and its investors are in the 31% marginal tax bracket at the federal level and the 6% bracket at the state level. Assume a 28% capital gains tax rate and standard depreciation schedules. Similar projects in the Atlanta market have sold at cap rates of between 8.5% and 11%.

(2) What are the pros and cons of the transaction excluding the new cost uncertainty?

(3) Does the enhanced design required by The Organized Home add value to the real estate? Does it add value to the company’s brand? If The Organized Home moved out of the building, would the design increase/decrease leasing opportunities?

(4) Do you think the development process, primarily the building design process, is different for major national retailers such as Walgreen’s, CVS, or Revco?

(5) Review TOH’s financial statements. What is the company’s financial condition? What will be the financial impact of the company’s growth plans?

(6) What is your impression of the value placed upon limited out-parcel availability at North Point Mall? Is the location really as good as Adams thinks?

(7) Has Adams missed any options during his thought process?

(8) Assess the risks of each of the options defined by Adams as well as any options you believe to be superior.

(9) Assess the probability of the options defined by Adams as well as any new options. Which outcome do you believe is most likely. Which mitigates the greatest amount of risk?

(10) With the new debt and equity structures that might result from the potential options, quantify ARP’s return using a discounted cash-flow model similar to that required in Question 1. Use the same basic cap rate and tax assumptions. List and defend any additional assumptions.

(11) Develop and summarize an action plan for Adams. What should he do and what should his negotiating strategy be? This should be in the form of an executive summary

Describe the final outcome of this individual’s contribution to community and/or public health.

For your final project, you will be researching an individual and their contribution to community and public health. Because of the size of this project, you will be doing the first part of this project in Week 3 then adding the final portion in Week 5. You have the option of writing a paper or putting together a presentation. Details are below the outline. Overall, you will be researching an historical figure in the public health world, their contribution to public health, and how their work helped shape the public health system. Furthermore, you will be analyzing how their contribution from the past continues to contribute to today’s public health system and how it might guide future work within the industry.
Follow this outline to help formulate your paper or presentation:

ACTION: Select one of the historical figures and their associated public health topic
Margaret Higgins Sanger/Reproductive health
Rachel Carson/Environmental health
Franklin D. Roosevelt/Health care administration
John Snow/Communicable and infectious disease
Luther T. Terry/Smoking
W. E. B. DuBois/Social determinants of health
Larry Kramer/Health activism
An individual of your own choice: YOU MUST OBTAIN INSTRUCTOR APPROVAL IN ADVANCE
ACTION: Research the individual’s background
GRADED ELEMENT: Describe your selected person’s biographical background (i.e. experience).

GRADED ELEMENT: Analyze the climate of the time period in terms of political, socioeconomic, environmental and technological context in which this person worked
HELP: Think about whether this person was up against resistance or was their work welcomed. [For example, if you were writing on Abraham Lincoln and the abolition of slavery, you would note that slavery was prevalent and accepted at the time and the change was welcomed by some and rejected by others]
GRADED ELEMENT: Examine the personal beliefs of your person that prompted this work.
HELP: You are basically addressing the question: “Why did this person get involved with the issue at the time?” [In continuing the Lincoln example above, you would note that black people were considered property, not people; yet Lincoln believed everyone had equal rights regardless of skin color].
ACTION: Think about how this person overcame the barriers and issues
GRADED ELEMENT: Examine how this individual overcame and/or confronted any adversities to succeed in his/her task
HELP: Questions to consider: What did the person specifically do? Did they have any allies? How did their actions succeed/fail?
ACTION: Think about the importance of the contribution to community/public health at the time
GRADED ELEMENT: Describe the final outcome of this individual’s contribution to community and/or public health
HELP: Think about this question: What occurred as a result of this person’s action?
GRADED ELEMENT: Explain what his/her contribution did for overall community and/or public health at the time
HELP: Think about this question: What was the purpose for the community and/or nation? [In the Lincoln example, the explanation would involve a national recognition of human rights of all people, regardless of skin color]
GRADED ELEMENT: Explain why this contribution was so important at that particular point in history
HELP: Think about this question: What made this important for our nation? [In the Lincoln example, you would answer the question: Why was it so important that Lincoln freed the slaves?]
