Background Narrative:
The UK Government’s decision to halt the planned widening of the A14 trunk road in the East of England on cost grounds was followed by a reappraisal of the strategic options to relieve congestion on this important route.
A public consultation process concluded in May 2012 with the publication of the summary of the consultation findings. Media interest in the revised proposals has been strong.
As a key influencer of business opinion in the region, The University of Northampton has been asked to put forward a senior executive to take part in an edition of the popular television politics programme “Question Time”. The programme is to be broadcast from Felixstowe and the A14 is expected to be one of the issues raised by the audience.
Task
You are to prepare a briefing paper for the Executive, setting out your summary of the issues surrounding the A14 debate, the decisions that have been arrived at and the next steps.
The format of your briefing paper is for you to decide, however the document should not exceed 2500 words in length.
As a minimum, you should cover the following headings:
• A summary of the challenges facing current users of the A14 trunk road
• The reasons for the cancellation of the original scheme that would have widened the road to six lanes.
• The differing views of key stakeholders (a stakeholder map would be useful here)
• Your preferred logistics solution to reducing the impact of HGV traffic on the A14 and an estimate of the impact it would have.
• Your suggestions concerning the next steps for the project
Any data you quote should be appropriately referenced using the Harvard System.
