Choose two cases of U.S. foreign policy decisions or behavior and use one conceptual approach (hypothesis) to examine the outcome across cases. You must develop a causal explanation based on the hypothesis. You are free to develop your own causal argument or conceptual approach.
Some suggested approaches are:
Presidents are meaningfully constrained by public opinion in foreign policy decisions. In reality, Congress has been unable to check or balance Presidential foreign policy decisions since 1965.
Special interests such as economic actors or ethnic influence groups can dominate U.S. foreign policy on issues important to them.
The conduct of foreign affairs is dominated by the interests of various parts of the foreign policy bureaucracy and the secretaries / directors leading them.
Republican and Democratic presidents have substantially different approaches to foreign policy due to their different political ideologies.
The U.S. news media are important independent actors in the process of foreign policy agenda setting.
Some suggested pairs of cases are:
U.S. relations with Indonesia under Suharto and underYudhoyono;
U.S. use of force in the Bosnian and Kosovo conflicts;
U.S. relations with Canada and Australia;
U.S. free trade diplomacy with Australia and Singapore;
U.S. policy towards Africa under Clinton and G.W. Bush…
i) introduction of the conceptual approach (hypothesis) you are studying;
ii) introduction of the cases chosen, suggesting why they are chosen;
iii) detailed examination of the cases based on the conceptual approach (hypothesis);
iv) discussion and synthesis of the results of the analysis for both cases;
v) conclusion.
It is advisable to choose cases (that is, specific decisions or events in U.S. foreign relations) which and have clear relevance to the concept you choose. It is not necessary to include all aspects or details of a given case and/or of a given approach or hypothesis in your paper. Rather, you should focus on providing a “structured, focused comparison”1 of the two cases to examine one clear-cut
proposition.
Conclusion: State whether the conceptual approach (hypothesis) is supported, undermined, or whether the evidence is indeterminate. There are three possible conclusions, each equally acceptable. Your analysis can show that the hypothesis appears incorrect, that it appears correct, or
that the evidence is inconclusive. The paper will be judged on the quality of the evidence and arguments, not on how strongly you support the hypothesis.
