Explore a contemporary disaster based on our exploration already. You may have a particular policy interest (tornado, hurricane, earthquake) or a career interest (public health, education, national security) that intersects with the broader concepts we have explored already. Chances are, there has been a disaster that impacts either your career of choice, or, has sparked your interest thus far. The first step in this assignment is starting with selecting disaster. This can be something that has happened in your hometown, one of our own cases or incidents from the readings, or something completely different. It could be one with which you are already familiar. Or, it could be one you have discovered in your coursework. For the paper, you are required to address the following:
1. A simple description of the disaster. Be sure to address the “Who, What, When, Where, and How?” – the details of the disaster.
2. A simple analysis of the events as reported. Include references or mentions of what seem like “Emergency Management Principles” as we understand them from the Blanchard reading. Some other analysis that you could apply to the disaster includes: Was this a “emergency, disaster, or catastrophe” as Quarantelli might explain it? What is the proper role of government in this response, as our case studies might suggest? Were bad decisions about development, socio-economics, land use or zoning a reason for the disaster, as explored by Steinberg? Why or why not? Did multiple agencies work together to respond to the disaster? How? What cultural, budget, and Congressional challenges affected the disaster, similar to what you observed in ‘The Storm’ documentary? You may also use course material to devise your own question, and analysis of the disaster against those questions. The above are just examples, that you are welcome to use, but are not exhaustive.
3. News reports, professional or journal articles, government reports or analysis, or media pieces on the disaster, that either highlights or critiques the disaster management. This paper should be 3 to 5 pages in length, Double Spaced. Citations required. The format (e.g. endnote/footnote, MLA, APA, etc) is your choice but must be consistent. following textbook(s): Ted Steinberg, 2005. Acts of God (pretty cheap via Amazon) Bullock, Haddow and Coppola, 2020. Emergency Management 7th Ed. It must be the 7th Ed as there is new content.
